You have linked your account, and so by default it will use your minecraft skin.

your account isn't linked, but the forums will match up skins to users who register under the name of a minecraft account

The website will automatically link your forum username to your Minecraft username, and thus linking your skin with your forum account, My guess is that it does that so that there aren't a lot of empty profile pictures because this is a cool way to give everyone a personal yet original profile picture
