Correct me if I'm wrong, but I think the only way to get a blaze spawner is to go to the nether and directly pick a blaze one up with a silktouch pick.

mckeeni is 100% correct. You can change spawners into the non hostile mobs and a few hostile mobs such as skeleton but i think thats all.

If you want blaze spawners speak to other player they might have some they are willing to sell.
