I'm currently working on a Post Apocalyptic city, hoping to get an A or A+ on the build :) If you have any ideas of what I should add to the city, have some critique, or want your armor stand somewhere in the build post a comment! Here's some WIP pictures: ( Shaders: Slidurs )

It's looking good so far! I'd suggest replacing the logs you're currently using with the ones with the bark texture on all sides, it makes it look more clean and realistic than seeing the inside of the log :) Also using /b bb ( blend ball ) will smooth your terrain, hand smoothing always helps...

Honestly, I think every regular creative player has already commented on these issues and I'm sure staff are currently working on it behind the scenes it just takes time to fix. 1.13 has caused a lot of functionality issues for servers and they have other game modes to maintain besides creative.

If you're trying to use a grass block you use //set grass_block and if you're trying to use the plant you can copy it and replace a block to the plant by using //replace stone #copy.
