/vault is exclusively for items marked with "seasonal vault access" to bring over to next season. /pv is a storage vault you can use this season that only donators or people who have won the perk from the perk crate have access to.

It isn't just spawner based like legit look at the crop prices... and I agree that it's pay to win but they're improving that by nerfing elite kits, and hopefully they improve that further.
