Pretty much every browser supports animated .GIFs, so it shouldn't be an issue. So yes, just make a .GIF

Well my understanding of .SVGs is in it's name 'Scalable Vector Graphic', which is just a XML file full of tags and numbers, which allows them to be scaled up or down very easily without any change in quality. I don't see how .SVGs applies to this contest? Very good, but the image itself needs...

Added a deadline to the thread. Also, I explained what software I used and for what purpose.. I also gave an example, so just look in the thread.. If you figure out how to animate either of those into .GIF format, then feel free to do so.
