add permission node to /fb off

As the title says it would be nice to be able to disable the featherboard client side, without having to use a client badlion/cosmic to do so.


Also your /sandy feature is nice but gen buckets and sandy create sand so slowly that it cannon keep up with cannons. This speed needs to be investigated.
