Creative Plots

I am suggesting a new set of plots that are SMALLER than the ones in the regular world. I see many plots that are not even filled up. I am no expert on plugins, but I am guessing that it takes a reasonable amount of RAM to maintain all these 128x128 plots. The small plotworld I am suggesting will have much smaller plots, around 40x40. Players could submit their completed plot on the small plotworld to gain entry into the bigger one. These are the people who deserve to have such big plots, and will actually use them. I am just saying that it seems ridiculous to have hundreds of 128x128 plots and half the people do not even build on them. The only reasons players even use these plots anymore is to make "head shops" and "banner shops". This is not the real purpose of creative. Creative mode encourages you to build amazing things.
