Creepers On Survival

Does anyone know if creepers destroy blocks in survival when they explode?

It seems to vary depending on the server

Hi! Creepers do not destroy blocks when they explode on survival. They actually rarely explode too. Mob AI (what makes mobs able to move and function as mobs) is kind of broken on survival.
