I can't tell you how teasing it is to have all these aquatic heads and not be able to have them stay in the water. Theres so many heads I can add to my reef to give it more detail but the heads only stay on dry land! I really wish they can be used in the aquatic builds..

Would be cool, but this problem is hardcoded into minecraft. I imagine its possible to write some code to counter this, but im not sure the compatibility with all of the head plugins used in survival.
