This is way more complicated then I could hope to explain in a forum post but the answer to this is very dependent to what type and size of Cannon you wish to build and whether the resources are enough for what one you are attempting to build.

If you are really interested I recommend YouTubing OneStack and watching his videos as they're a good baseline for cannoning in factions.
