A lot of Canadians don't speak French, but since Quebec is a predominantly french-speaking nation, most of us learn it at one point or another... in my case, the government requires us to take French in school- I started learning French in Grade 1, (though depending on what school system you're in it may change). Usually, you take French in your first year of high school, but I got exempted and took a different course instead.
So, based on what I know about this lovely country called Canada- I can assume that "French" most likely doesn't speak french as her first language... however, she might know french- who knows!
