Minecraft itself isn't down. The Mojang accounts website and Authentication servers are down though, meaning that you cannot play Multiplayer. Another thing, its highly likely that it isn't an update. If you visit the Server Statuses on the Minecraft website, it says that they are "trying our best to resolve the issue as soon as possible". This would not apply to updates in my humble opinion.
