My /drain doesn't work

Hey Guys! I tried to do /drain to get rid of some water on my plot but it says I don't have permission but I have MVP so I got permissions. Why?

Hey there!

MVP members are not granted full World Edit permissions. There are restrictions on some of the features. You can gain all features for World Edit by getting a plot with a grade B or higher. Hope this helped you understand!

I had a friend with the B rank and he could do /drain, why is that?
