Staff application advice

I would, but I know it would have no effect, after getting scammed with irl money by a staff, and them not getting demoted, I don't think a simple "staff report" will do anything. Not only that staff with good reputation will not demoted.

Id disagree. All staff reports are taken very seriously. The more information you're able to provide the better. Scamming by anyone even staff is completely unnecceptable and no tolerated. I hope you consider coming forward

I did report, and the person didn't get demoted. They actually resigned after.

Idk if this was mentioned, but provide relevant experience. If you used a certain skill in a certain situation, elaborate on that. So instead of saying "I am really patient," talk about a time where you used that skill.
