No rules or information pages mention anything about redstone machines or flying machines, etc, being prohibited. By the time a player makes something and a staff rules it out to be punishable, it's too late and it's already been built.
For example, we recently built a small(ish) sugar cane farm that harvests with a slow redstone clock controlled flying machine and we were stopped with a verbal warning to remove it. Nowhere on the forums could I find a rule stating that flying machines are not allowed, only by word of the staff members.
I suggest adding a rule to survival (whether it's /rules in-game or the rules page on the forums, or both!) which states that laggy redstone machines, including flying machines, clocks, etc. are not allowed. This would clear a lot of things up for players and prevent these machines causing lag from players accidentally building them without knowing they aren't allowed.
