Toggle Certain Messages Setting

Add a command like /toggles (or a seperate section for /settings), which brings a GUI that you can toggle certain messages in chat, such as ManaPond Messages, Vote Messages/Rewards for voting messages (if voting comes back), Scrambler/Reaction Messages, FastPlace Messages, FarmLimiter Messages, "You have earned x Mana." messages and more. /chathide could also be put here. This command would be useful for players so their chat isn't constantly getting spammed by messages they find unnecessary.
These are only global messages, but server specific toggles could be added aswell

Especially for the LPS thing on islands; we don't need to know who killed who every time when there is also a manapond going on.
