I think they are broken. This happens to me as well. I thought it was cause I changed my minecraft account name but now I think they are just broken.

are you using a vpn?
minecraftserverlist it super proactive against exploiters and such so any vpn that they notice being abused gets blocked. not saying you exploited it, but if someone else has, it'll still be blocked for you.
If you vote from your own internet, or from data on mobile, it should work fine.
