I think you're right overall. Legendary crates need more "legendary" rewards in them, because It sucks to pay around $10 for 3 keys when you really don't get anything useful most of the time. Like you said, this is a gamble, but It would be nice to have greater rewards in Legendary crates...

I would say banning ore-gens but that wouldn't really make many people on the server happy. But like Drejzen already said lowering the amount of entities that can be stacked might be a good idea.

I'm with qubi, keys are in almost every other store on skyblock and there's really not a point in adding keys to kilton unless they just needed something to fill in the empty spaces. Kilton is mostly more valuable rewards in my opinion like the Mystic Set they have in it, and keys don't...

Cactus farms are fairly efficient in making money, you could also go and warp to someone's grinder and kill mobs for a while to get money. There's also cubits and mana like everyone said. You can also sell enchantment books like mending for quite a bit or books that are Common, Rare...
