I think that only the persons that you ignored should be muted in your shouts and not mute all shouts entirely since the purpose of the shouts is to make your message be seen by everyone

A safer approach would be for the user to use another discord account which has 2FA enable and let an admin know about the account so it doesnt consider as ban evade. Securing a hacked account seems kinda risky.

I never got unbanned by a staff member, you can check the time of the message and my bans/unbans, you can also ask the staff.
