Sand Wand, during combat and raiding/defending.

A friend of mine was raiding a base on factions and was doing the raid normally and fair, they had to back stack to rev down to other spawners. The faction back stacked and then the enemy faction(defending faction) used a sand wand to remove stack and then trench picked their roof. Sand sand I feel should not be able to be used during defending just like gen buckets, I know it is not patching but theoretically you could use sand wands to stop raiders when they stack or if you timed correctly you could stop the shot before it breaks a wall.
