Why out of the town or in wild theres no zombies spawn or we cant do a farm that spawns mobs?

i tried to make mob farm
outside indarabia/newlebanon it just doesnt works the reason is to not do mob farms without spawners? (not in resource world they spawn in resource world but why not outside of town) it can be fun if theres like defensing systems

I'm pretty sure that mob farms without spawners are allowed already and mobs should spawn in the wild

mobs defo spawn, but at a smaller rate if i am not wrong
