Miniature and Biome droppers are only for donators. If you check closely, the requirement is actually "Donator rank" if you hold your mouse on the dropper list.

Like I said, I don't know, doing /mask all the time can be a bit long, but it's the best alternative for the moment.

So I did some quick check, everyone can use /mask actually (http://prntscr.com/uw421m), /gmask however is disabled, even for me, and pretty sure it was always disabled ? Not sure why tho.
