I when I try the command around every 30 minutes and my island level stays the same even after placing things like spawn era and enchanting tables

Please help. Sometimes I have all of the items for a challenge and it won’t let me complete it. Ex the homestead challenge. And the only time it updates my island level is after a server reboot plz help
