I think tax is a reasonable feature on a server for many different reasons. Tax is a way to limit profits, as the methods that are taxed (coinflip, auction house, sell chests) are very fast ways of making money, without tax it will just boost certain players ahead and make it harder for the less...

Last season you could only really get infinity chests from monthly crates, but the rates were very high so infs were fairly cheap. I had over a stack of infinity chests at one point, I think this is what they’re trying to avoid. (infs were unlimited, had a 5 second cooldown and had less/no tax)

I did see Pizza talking about possibly adding sell/craft chests to kilton, this was a week or two ago though

Hey Trip! Welcome to Manacube :) Yes, creepers do die from fall damage, so you will be able to collect their drops using hoppers. A more space efficient method that I use is to drop mobs into lava with signs underneath then hoppers underneath the signs, therefore it'll only take up 3 blocks...
