Add new custom enchants for Factions?

See as i have suggested this prior, Custom enchants is a plugin so they arent made by mana, The ones left in the pool that have not been used for many reasons. Like Thor: can destroy things that you cant normally destroy, Shockwave interferes with anti hacking systems, and deathblow gets super glitch and doesnt work right.

although i do think that we could use more CEs server wide at this point im not quite sure if its viable
