Some people have been having trouble finding all the 12 skulls (*cough RareCandyMiner) So here is the location of the skulls.

Left side of the plot portal
Between the legs of the statute
Enter town hall and take a left, right before the custom enchanter
Enter town hall and take a right, right before the custom tinkerer
Go to shops in town hall, directly across from the furniture merchant
Do /warp noble, and the skull will be located on a small mound
Magic pond has a dock with a boat, make your way to the front of the boat
On mount Asgard, make your way up to Freyr and behind him will be the 8th skull
At the very top of mount Asgard there will be a well. Behind the well is the ninth skull
On top of town hall there is a boat with orange and purple shields. The tenth skull is located in the middle of it
At the very top of the town hall, there is an outlook post with an extended platform. That platform will have the eleventh skull
Before mount Asgard there is a bridge with a boat on it, on the mast of the boat is the final skull
