Hey there! Can you tell me what sever you're thinking of? I think all Cactus needs to grow is sand, and water also helps, so I wouldn't see why not. In factions, I believe so (have come across a few bases with cactus farms), and unless that's changed, I think it does! If I am wrong, please let me know!

I believe that cactus needs light to grow, and cactus only needs a block of sand to grow on not water. Sugarcane needs water, but not cactus.

Agreed, thats why I said water helps. Although it is not needed, it can also just look better ;)
