Hey!
Assuming you mean the feature for OptiFine (makes textures like red stone ore for example, glow in the dark) that is completely fine. We allow texture packs/features that will enhance the experience of the game without giving unfair advantages (i.e; X-Ray texture packs are disallowed, but OptiFine is allowed).
This isn’t comparable to that as some shaders add glowing textures to ores, spawners etc, it is merely cosmetic with little purpose. As a VIP+ I believe you should have access to /nv anyway to light up the area - so this shouldn’t be an issue.
