Fix crop growing.

After my previous suggestion, I was told by an in-game player that the server actually runs on 1.8, and that the owner of the server made it so that crops will only grow while the player is in the same chunk as the farm. Crops include cactus, pumpkins, nether warts, etc...
My suggestion is to make the server like all others and be able to grow crops in farms without having to be within the 16 block chunk, as it doesn't really have a purpose. I've seen people make these big cactus farms in the server without realising this, then asking why it's not making as much money as they thought it would. The answer is because they can only afk in one chunk. This will also make the money that VIP+ costs more worth it, for the afk time limit.
