[Prison] Add Community Chests to lobby

For new and struggling players a community chest would be of great help. There could be a controlled list of items allowed in the chest to stop op players from letting people skip parts of their progression. Also, it would allow people to create a good community relationship and help people relieve themselves of unwanted items that could be of some use to others. I am putting a poll down to see how many people agree with me.

Very creative however in my opinion it wouldn't work I feel someone would take every item put in the chest jsut bc they can
