Ticket for kill effects

Hi I brought the magic kill effect form the black market however when I try to run the /killeffects command it says "You don't have access to any kill effects". Could I please be refunded the 650 mana or have this fixed as the purchase itself was an accident due to me misclicking because it would not let me preview kit "utility" Thank you
