Warps

This is an idea i have come up with just a minute ago. Every time I try and set a warp for someone it says I cant set it in neutral territory. Then when I ally with their party It says I have to wait 1hr as I just tried to set a warp. I didn't set a warp but I still have to wait 1hr. I think this is a bit unfair and should be fixed.
