Why can't I friend or party?

Hi, I've been playing on this server for a while and my friend started to join and I noticed there was a friend command. But whenever I try to friend or party with him, it says that it's an unrecognized command. Even when I try to do /help, It still says it's an unrecognized command. Is there a solution to this?

What command are you typing? /fr add [username] is the command to add friends. /fr will bring up all the friend commands
Parties are server specific commands. On kit we have squads, on olympus we have clans, on skyblock we have island members and on survival we have parties. What gamemode are you looking to play?
