There is no way of redeeming votes. I'm not sure why voting without you being in game doesn't work for you but the method I provided should work at least. Also I have no idea how /votetop works so I sadly can't help you with that.

Go in game in type /vote, you should get 5 links then press one of them and you should get directed to one of the 5 voting sites depending on which on you pressed. Then type your name in where it says "username:" And make sure it's your username or else you won't get the rewards. Go back to the...

It's a mistake by Dacon, Only vip+ can fly. If you go in game and type /ranks or /buy and look at the commands you get, you can see you only get /fly in vip+ and mvp.
