I mean probably yes the point of betas for both staff and Elites is to find bugs. If you mean will the items staff/elites obtain in the beta I think they probably won't roll over as that would significantly affect the initial payouts.
From what I believe, I do not think so. The Elite/Staff beta is used for finding bugs and issues, plus letting both parties understand how the new Revamp will work. I doubt they will keep the items, but they obviously retain the information so they can strategize at an earlier time.
Yea the beta is so that they can find and solve problems before they release the full update to the public. So not everything will be the same but that's just patches to make the game better for the full release.
