Coming from somebody who used to be a staff member on both a Minecraft and Discord server; there are reasons why staff decide to give out the punishments that they do. It's sometimes a long, thoughtful process settling what must be done in the way they and possibly other staff members think is best. It would be in Rippo's best interest to appeal on his own rather than having others try and do it for him. Also, if someone has repeated offences, then a permanent mute is fair, regardless of how long it has been since their last mute/ban/et cetera.
As well as, I'm going to assume there isn't a way to revoke shouting privileges (unless there is and I'm unaware of), hence why they couldn't do so, resulting in a permanent mute. For the time being, if Rippo happens to see this, they need to appeal for themselves and see what the staff decides to do then. In the meantime, I do feel bad for Rippo's permanent mute, but also as they have broken the rules in the past and haven't stopped doing so, it's only fair in my opinion.
